Ever wanted to fly one of those fancy CONCORD ships? For starters, don’t do that. They’re trash. If, however, you’re up for a round of masochism and want to be the space police – this is the article for you. I’ll be covering the Pacifier, Enforcer, and Marshal here. They are T2 ships with some pretty interesting bonuses sitting in the categories of Covert Ops, Recon Ship, and Black Ops respectively.
One of those interesting bonuses is the fact that each of the ships gets a percentage active rep bonus equal to 10x your security standing, up to +50%. Why this can’t be added to pirate ships with a sec status drop I do not know but let’s not continue that topic or I’m going to scream. Here are the rest of the bonuses for each of the three ships, role bonuses truncated to better fit on the page:

Outside of these bonuses, they generally perform like any other ship in their class with a few notable traits:
- They don’t have much in the way of drones (only the Enforcer gets them).
- They have flat resist profiles like SoCT ships.
- They are made of paper and can be alpha’d extremely easily, making fitting them impossible.
- Their fitting isn’t balanced for any particular weapon system or tank type so most weapons are awkward to fit.
On the surface, these bonuses seem really interesting but they, unfortunately, don’t get a chance to shine. You’ll see as we go through some fits but it is a common occurrence for the overall below average base stats to let down what could have been a promising fit.
Pacifier
Many people look to the Pacifier as a rival to the Astero and I can see why. They are the only two proper scanners with actual combat bonuses. To top that, the Pacifier’s DPS is pretty damn spicy, something we will come to see shortly. I would, however, advise against using the Pacifier as a hunter-killer unless you’re hunting explorers since it has a very strange problem: for some reason, this has 4 turrets and 4 launcher slots. Fit a cloak and probe launcher and now you’re using 3/4 of your guns. It’s serviceable but weirdly inefficient and that bothers me.
As for a proper fit, you’re better off using it for its intended purpose as a scanner if you don’t have any other ideas. The first fit below does just that and is similar to what I use on one of my alts. It has a 3 second align, the best nullifier (remember that T1 is best here due to cooldown), and warps at 12 AU/s. There’s really no point having guns, especially if it’s a scanning alt that does not have combat skills. Taking a scanner into combat just means an expensive lossmail.
If you want your Pacifier to instead be useful in data/relic sites then you can change up the mids and go out exploring with that but please don’t try and fight back against real explorer hunting fits. Doing so means either you run a full combat fit yourself or you end up with a half-baked fit that doesn’t scan or fight well. Check out my Asteros instead.
Another way to use your scanner would be to leverage that amazing warp speed to produce a nullified ship that can land covert cynos in a system faster than anything else in EVE while still preserving the ability combat scan. This idea came about when talking to a friend who wanted to do exactly that but was running into CPU issues. The way it works is that by having a cap booster fitted to a mid slot you can easily online and offline modules without a mobile depot. This allows you to reach your location with a nullifier fitted. You’ve then got the capacitor to instantly online a cyno, bring in the fleet, and then restart your nullifier. It’s a weird edge case, but I love the cap booster online/offline idea.
And finally, we can move onto those guns. As it turns out, a polarised blaster Pacifier can do somewhere in the region of 701 DPS with 3% implants and a Pyrolancea Dose II. That’s honestly incredible and it makes me want to see a mini fleet of these frigates dropping 3,500 DPS on people. They’re like mini cloaked Hecates! There is a catch, though. With a range of 1+1km you won’t be hitting much, let alone moving around the target. Instead, I propose autocannons over blasters to give you that 5-6km falloff and about 550 DPS instead. This also frees up a low slot for a nano to let you further reduce incoming damage. Overall it looks really interesting and I would love them in action.

Enforcer
Next up is the Enforcer, the CONCORD Force Recon. This is a covert ops cloaky ship that can light cynos, and do very little else. It has an awesome model, but the Monitor is definitely the cooler ship to fly in my opinion. I suppose the real benefit you have here is that you’ve got both web range and point/scram range bonuses. Combined with the ability to light a cyno makes the Enforcer somewhat unique when it comes to holding and dropping caps on people.
Most of these cyno fits are dual plated simply to keep it on grid long enough while holding tackle. This is, unfortunately, a necessity for almost every such Enforcer fit. This T2 cruiser has similar buffer to a goddamn Stabber – the Minmatar cruiser known for being flimsy. The effect of this is that any kind of resist modules do nothing on an Enforcer. There’s almost no raw HP to start with, so multiplying it improved resists is futile; you need to have multiple shield extenders or plates before EHP starts to look reasonable.
With that in mind take a look at fit number one. It has three faction scrams for precisely one reason: tackling supers. By having three people bring one of these you can theoretically hold down a supercap with your combined 27 points of warp disruption (you need 25 minimum) while being able to cyno in your own dreads/black ops fleet. For a more generic fit you can swap the mids to point/scram/web to have a very strong cyno tackle ship.
For pilots looking to hunt smaller targets you’re going to need to be quicker, though. This next fit does just that with a 4 second align time and 10.3AU/s warp speed. This puts it on par with many interceptors for how fast you can tackle something, only the Enforcer gets bonus points by being able to light the cyno, too. The main thing to watch out for when flying this fit is once again the poor EHP. You’ve got 25k EHP in the shield booster (over time) but just 15k EHP below that as buffer. Boost early and boost often. You’ll kill the target, but will potentially take a 700m ISK Enforcer loss too. This can be partially fixed by slowing it down with shield rigs and/or dropping one of the tackle modules for a hardener or extender.
And now to try and do literally anything else with the Enforcer I tried a few options and I’m not happy with any of them. There’s an artillery Enforcer which is just a bad Loki, a pulse Enforcer which is just a slow Omen Navy Issue, and a PvE Enforcer that’s trash and should only be used if you want to kill nullsec rats to grind standing every now and then. All of them still have destroyer level EHP and enough capacitor to run a toaster. maybe you could use this blingy trash for a gatecamp but I think even that could go wrong easily.

For the people who want to spend 7b+ ISK on a mediocre ship, this section is for you. The Marshal is the big brother of the Enforcer and, when it comes to performance, is actually pretty damn good. Most of this comes from the class of hull in all honestly. Simply by virtue of being a battleship, the Marshal is not made of paper, has great DPS, and plenty of slots to work with. The problem, however, is the cost. At the time of writing it will run you 7.32b ISK and it is not worth that money whatsoever. This cost unfortunately prohibits me from making any of my usual “fun” or off-meta fits since it’s too expensive to risk.
This risk plays into how everyone uses the Marshal, too. Every single pilot who flies one of these will flee to safety at the first sign of something going wrong – that is if they don’t have three Falcon alts… I don’t blame them, but it lets down what could otherwise be a formidable force beyond simply “haha DPS go brrr” in a black ops drop.
Now, due to the way that we fly the Marshal, we need to design the fit accordingly. In a usual blops drop you can get away with the usual double plate style as long as you focus on ensuring that you have two things: the DPS to get it over with fast, and the escape tools to leave (Burst Jammer, MJD, MWD, maybe even AB). The standard fit below has these with a focus on high damage. With cheap-ish implants, it will do north of 2,200 DPS from 46km with torpedoes. Just keep in mind that this is not a solo fit! There are arguments to be made that you should bling this as much as possible but honestly I don’t see the point. You aren’t going to be shot anyway if you do it right.
For someone who does want to go solo blops’ing with their Marshal you probably want to spend a bit more. The same logic still applies though that it’s risky business and you are very likely going to be hunted and baited into a trap. Nothing you can do will save you from a trap so don’t tell me you need another 7b ISK on the fit; it’s all going to the loot fairy when you die regardless. I would personally run a polarised fit with 3,000+ DPS because I think it’s hilarious and bold as fuck. It still tanks 1,250 EHP/s which is just enough for killing most krabs but not if you’re travelling into a DED to find someone there.
I won’t provide a non-polarised solo fit because I feel like it’s the kind of thing that you need to teach yourself how to make. When you’re risking something so expensive you need to do a bit of research and truly understand what you are doing and how to operate your shiny ship. Perhaps my other black ops battleships can serve as inspiration. Instead, for the third fit I made a PvE Marshal. I’m not a DED/mission runner so I don’t know how people normally do them, but it’s cap stable enough and has two slots for fitting specific hardeners. I am not the authority on this!

Thanks, Ashy. So glad you covered these ships. I copy-pasted your polarized marshal into pyfa with All-5s, overheated, mods/implants/boosters and all yet I’m only at 2,569 DPS with Nova Rage ammo. What else am I missing?
Hmm, if you remove the Pyro and BOTH damage implants from my fit you get 2559 DPS. It sounds like you haven’t turned things on in Pyfa properly?
the PVE marshal works better in my opinion with faction torps (more dps and better fitting) 2 c type multispects 2 ballistic computers and 1 faction battery . with decent dps 5% x2 implants and 1 gucci abyssaled ballistic control it will reach 2495 dps with heat . and a faction smarty in the highs for the npc frigs. clears dronelands 10/10s in 30 minutes and never has to take a gate you just bridge your cyno/scout into system or as close as you can and make 1 bill every 2-2.5 hours
One thing the Pacifier does better than anything else, while being niche is travel and by extension, the SoE epic arc. Pacifier is the fastest warping ship that is perpetually available, combined with a cloak, it’s very good at getting you where you really need to be.
